CENTRAFRIQUE : L'INCOHERENCE par Joseph Nestor Ouamba-Patas

                                 

"For those believe in peace, stability, security and political cohesion in Central African Republic; Inclusive National Dialogue must be organised. This dialogue, to gain with positive outcome for the Common Good of  the country should take place abroad. Libreville, Gabon's Capital is well-indicated to welcome this forum. Even if its President Omar Bongo was involved in the coup that ousted the legal President of Central African Republic. Fall and other international organisations representatives in this country are invited to hunch on this way."

Better is to establish the process of peace in the country. Better is to be relevant on the social political phenomenon which prevails in society. The master words in such cases are the following : persuasion and conviction. Both show the profile of politicians in their will to handle the fiendish trouble and crisis the country faces. Amesty here and there. Dialogue here and there. Decisions here and there. Thinking here and  there. Methods to deal with crises in this country raise questions which turn in fear and uncertainty in mind of citizens.

Such facts are rights because those upon whom weighs the realisation of peace and stability lack consistence, cohesion and will.regarding, the deal of Inclusive National Dialogue ; first of all it is obvious that government and its ruling party and coalition do not have real conviction to set dialogue according to the situation that emeged in the country. It seems they do not know by which means they had taken the Power of State, making confusion between peace and amnesty, security and the United Nations Mission in Chad an Central African Republic. This confusion averts the process of Dialogue in the country. Bozize regime relies on military forces to get peace and security.

This regime is in trouble definition in its priorities. Coming on the Power of State by coup, Bozize regime believes in violence to impose itself. How long this country can endure this confusion which causes suffering, despair, sorrow, death and cruel  poverty. Central African Republic needs amnesty which could end dictatorship. Amnesty which could bring freedom, dignity, respect of Human Rights and economic growth. Bozize regime on this point shows deep concerns because persuasion is not in its mind. Here is the matter incoherence.

The purpose of this regime is keep the Power of State, ruling the country for ever. Its amnesty bill is void. Its purport is ambiguous. It could not cope with Inclusive National Dialogue. What this country is confronted are the lack of conviction and persuasion of Bozize regime. This country deserves change. As its citizens call for values of freedom and democracy. At that moment Bozize regime is not entirely for this national forum.

Another way to admit that this government is not coherent. No one can imagine where direction  Bozize and its regime want for the country. At that time  fear and uncertainty grow in democrats on this regime. Dialogue is more important to exorcise the country from its crises. For that citizens require coherence and cohesion of opposition to curb the regime. It will be in honor of the country.  Observing Central African Republic, this country is in severe political crises which its government ignores. That is an incoherence. which must be rolled out for the safe of the country.

Comprendre la Centrafrique, c'est analyser la crise qui la domine, la stagne et la condamne dans la pauvreté. C'est prendre en compte la dimension des valeurs de la démocratie qui s'enracine dans l'esprit et dans les habitudes des citoyens. Cet exercice doit être obligatoire pour le politicien. Ce, dans le but d'asseoir une plate-forme politique pour circonscrire le mal potentiel et aussi l‘actuel existant. Le politicien doit s'adapter à l'évolution de la société. Son rôle est de proposer, d'inventer, de formuler, de réformer et d’élaborer des idées forces qui conduisent l'Etat vers la prospérité, la paix, la sécurité et la cohésion sociale.

Cela dit il doit avoir de la conviction et l'art de la persuasion. Ici, dialogue, là-bas dialogue ; ici amnistie, là-bas amnistie ; décisions ici, là-bas décisions. Réfléchir ici, réfléchir là-bas. Le régime Bozizé n'a pas de méthode de résolution de la crise centrafricaine. Trop évasif est ce régime. Trop indécis, il l'est. Et la Centrafrique désespère. Ici la pauvreté, là l'indifférence qui tue. Et les morts se comptent parmi ceux qui vivent mal la confusion que fait ce régime à propos de l'amnistie et le dialogue, la sécurité et la mission des nations unies en Centrafrique et au Tchad. 

Bozizé compte sur l'Onu, mais n'est guère ouvert pour le dialogue. Ambiguïté déchirante et même humiliante pour les citoyens. A dire vrai Bozizé ne compte que sur la force des militaires pour se maintenir au Pouvoir de l'Etat. La conviction lui fait défaut, surtout qu'il oublie comment il est parvenu au Pouvoir de l'Etat. Cela se sait et se suppute. La conviction, il ne l'a pas parce qu'il manque d'objectif national. L'état de la Centrafrique le prouve.

Ainsi, il est difficile de trouver en lui des germes de la démocratie et de la liberté. Puis l'art de persuasion lui manque. Cela se traduit son caractère autoritaire, violent et dictateur. L'incohérence qui règne en lui ne peut que mettre en pièces le Dialogue National Inclusif. La Centrafrique doit réintégrer la démocratie, ce sans Bozizé. L'opposition doit contraindre le régime Bozizé aux vertus de la conviction et de la persuasion. Ce n'est l'amnistie qui donne du contenu au Dialogue National Inclusif. Mais, c'est la conviction de sortir la Centrafrique du bourbier qui est importante. D'ailleurs le texte de cette loi d'amnistie est flou.

Cette loi ne présente aucune garantie pour ceux qui sont destinataires. Dépourvu de conviction, Bozizé et son régime ne peuvent pas assurer le respect ladite loi. C'est pourquoi l'opposition doit prendre en compte ces réalités factuelles pour exiger un débat pertinent et substantiel digne des démocrates. Elle doit mettre un terme à cette incohérence du régime Bozizé qui se résume par l'acceptation du dialogue vidé de son essence qui est la liberté. C'est un devoir pour l'opposition. Elle ne doit pas se compromettre dans l'incohérence délétère du régime Bozizé.
