LE CENTRAFRIQUE : PRAGMATISME, REALISME ET LUCIDITE.

Si les Démocrates centrafricains exigent de la Communauté Internationale et des Nations Unies d’être pragmatiques, réalistes et lucides, c’est parce qu’ils veulent voir la concrétisation des nombreuses Résolutions du Conseil de Sécurité qui traitent de la crise politico-militaire que traverse leur pays depuis 1996 jusqu’aujourd’hui. Des Résolutions adoptées, mais qui demeurent inexécutées. Des Résolutions adoptées qui tombent en désuétudes, faute de suivi et d’application. Des Résolutions adoptées pour rien. Des Résolutions inutiles. Et le Démocrate centrafricain se pose la question de savoir : est-il judicieux que le Conseil de Sécurité continue d’adopter des Résolutions sur ce pays ? Et le Démocrate, de répondre : ‘‘Les Résolutions sont adoptées, mais la crise centrafricaine perdure.

Voici au moins dix-huit ans’’. Certains diront que la Centrafrique est une contradiction ou une ambiguïté. C’est vrai. Mais elle n’est pas le seul pays au monde qui présente ces caractéristiques. Et faut-il souligner aussi que les Nations Unies sont également cousues de contradiction et d’ambiguïté. La preuve, la Centrafrique traîne toujours les rebellions, l’instabilité politique, l’insécurité, l’émiettement de son Armée ; quand bien même toutes les Résolutions du Conseil de Sécurité invitaient la Communauté Internationale à l’aider par tous les moyens pour rétablir la paix. Pourtant ces  Résolutions du Conseil de Sécurité sont adoptées en vertu du Chapitre 7 de la Charte des Nations Unies. Le Chapitre le plus important de toute la Charte. Un Chapitre contraignant. Parce qu’il traite de la Sécurité Internationale et Régionale.

Alors, pourquoi le Conseil de Sécurité a-t-il adopté la nouvelle Résolution [2088] ? Pour proroger le mandat de BINUCA ! Pour aider au maintien de la stabilité ! Pour consolider la paix ! Appuyer la réforme de la sécurité ! La réintégration des ex-combattants ! Pour tout dire, l’on y trouve que des redites. Les Démocrates centrafricains ont lu ou entendu ces propos voici maintenant dix-huit ans. Au surplus, les Démocrates centrafricains estiment qu’il manque aux Nations Unies et à la Communauté Internationale du pragmatisme et du réalisme. Ainsi, les Démocrates s’accordent à soutenir que l’Onu, les Etats-Unis d’Amérique, la France et l’Union Européenne ont un rôle important et nécessaire à jouer en Centrafrique. Mais pour jouer ce rôle, ils doivent être cohérents, réalistes, lucides et pragmatiques ; notamment s’investir dans le processus prévu par les Résolutions du Conseil de Sécurité.

Par ailleurs, ils diront qu’il appartient aux Démocrates centrafricains de construire leur pays. Et d’ajouter qu’ils doivent renouveler leur classe politique, la rajeunir pour renforcer la culture de l’alternance démocratique au niveau du Pouvoir de l’Etat. Ils ont tout à fait raison au sujet de la seconde proposition. Mais pas au niveau de la première idée. Parce que la globalisation impose la coopération. Et Madame Margaret Vogt de dire à ce propos : ‘‘La Communauté Internationale doit s’engager de manière énergique sur les plans diplomatique et financier pour écarter la Centrafrique du bord de l’abîme’’. 

Les Démocrates trouvent raisonnables ses propos et bien sûr les partagent. Cela dit, au-delà des réformes qui s’imposent à la Centrafrique, les Démocrates sont appelés à rajeunir la classe politique, laquelle sera un terreau du pluralisme politique. Avec comme mots d’ordre, pragmatisme, réalisme et lucidité.

President Barack Obama, President François Hollande, Secretary General of United Nations, Ban Ki-Moon, it is well-known that Central African Republic is to-day in the core of serious strategic reflections at US Department of State, Elysée and Quai d’Orsay in France on the one hand and on the other hand she is the object of diplomatic debates in European Union, and Economic Community of Central African States. Indeed, when United States of America and France decide to tackle – Terrorism, Islamism, Dictatorship regime – they use United Nations instruments [Resolutions] to mobilize international opinion on the danger of them. Then, they always succeed even if this struggle takes many years before ending. It means that France, United Nations and United States of America are relevant, efficient, realistic and pragmatic. By the way, the case of Central African Republic is astonishing. From 1995 to 2013 many Resolutions were taken to fix its crisis. Unfortunately, all of them, to-day are not fully implemented by the United Nations and the International Community. Resolutions for nothing; useless Resolutions. Because of the lack of support and no viable co-operation in order to achieve them. It appears that these Resolutions had fallen into abeyance. Regarding this situation, it is to wonder why United Nations continue to adopt Resolution on Central African Republic?

United Nations through its Security Council have just come to adopt a new Resolution on Central African Republic. According to this Resolution [2088], the mandate of the United Nations Peace-building Office in this country is extended to January 31^st 2014. Military-Political crisis, permanent instability, insecurity, political uncertainty, rebellion, weak state or failed state, poor infrastructure, bad governance are among the reason of this new Resolution ; as it urges politico-military groups, the Seleka coalition and opposition parties to fully implement Libreville Peace Agreements. To be true, ending military-political crisis in this country requires pragmatism, realism and good will from United Nations. It means that the United Nations must be transformational through its Integrated Peace building Office in Central African Republic. Democrats want to see United Nations practical, operational and consistent. They are ready to work together with the United Nations to exit the country from the influence of instability and insecurity. Their real intent is to re-establish: Democracy, respect of Rule of Law, Law and Order. They believe in freedom of expression and respect of Human Rights. For that, United Nations should be trustful, credible and viable in its actions in Central African Republic. It is to recall that if United Nations had intervened in concrete terms since 1996 to stabilize this country, Central African Republic could not today experiment such crisis. In addition, President Barack Obama, President François Hollande and United Nations Secretary General, Ban Ki-Moon, it makes sense to say that Central African Republic constitutes at that moment a serious threat to International and Regional security according to the Chapter 7 of the United Unions Chart.

It depends on you and Democrats in this country to work together in order to eliminate this menace. The real problem in Central African Republic is not to say and quote: “it was critical to educate cadres throughout the country on the provisions of the Agreement and to start disarmament and re-integration programmes in earnest, by overcoming obstacles that stalled them in the past year, as well as making progress in political and security-sector reform”, but it is to wonder why International Community is so reluctant to give funds for supporting these programmes? Here Ms Margaret Vogt is right. Democrats in Central African Republic seem to be convinced that they are victims of United Nations and International Community practice of Double Standard. Time is come to them to show their solidarity, pragmatism, realism and lucidity to Central African Republic.
